Since I was a kid, things have changed a bit. Currently, there are some limitations, especially in marine sanctuaries. Previously, we had some set up in New Brighton Beach in Aptos, you can try to Elkhorn Slough, and some of the beaches north of Santa Cruz. Depending on where you come from you can even try the north of SF.
You need a license.
Here is a link that will be a list of areas and types of shells and restrictions. Even though the season is open, you should always check local instructions concerning the taking of shellfish.
Have fun digging!

Yes, they are not! Half Moon Bay for one! Even in Santa Cruz, I wish I could be the exact name of the beaches, which we use to go to when we were young, but they say.
When it struck in Santa Cruz to Fisherman's Wharf and Marina Capital. Ask a number of local fishermen, who will talk your ear and give you advice and tons of places to go.

Enjoy!
